Food prices aren't all that go up with the gas prices

GA town announces they'll tack a fuel 'surcharge' to offset fuel costs to speed violators and other ticketable offenses.

I am dumb to this, but is this not another form of having officers earn their keep? While there maybe no such thing as qouta's for officers thaty are given performance reviews and if you are a traffic officer guess what that means? Why not increase taxes? After all I want the officers out there to protect me and if it cost me more to have them out there that a tax i can deal with. charging me a fuel surcharge for a moving violation does not make sense to me!
